Shall we establish the main course of the Shinan and Goheung Joseon Town formation project?
The Shinan and Goheung Chosun Town formation projects, which South Jeolla Province has been pushing for as part of its focus projects, are expected to be on the right track.
This is because the legal dispute, which had been caught in the ankle, has been resolved, and new avenues have been sought, such as reduction of the number of units and changes in the industry.
However, it is uncertain how many companies will invest in the shipbuilding industry as planned at a time when the shipbuilding industry is hit hard by the prolonged economic slump at home and abroad.
According to South Jeolla Province on Thursday, the Gwangju District Court ruled against the Southwest Development Co., a special purpose company for the development of the Shinan Chosun Town, in a lawsuit filed against the provincial government for cancellation of the project's designation.
Four years after the designation of the project implementer, the court judged that the cancellation of the right to finance the failure of the majority stake, and the cancellation of the project, including the plan to go to Michigan, is justified.
The court has acknowledged that the SPC, which has been struggling with the shipbuilding industry's slump and the bankruptcy of its major shareholders for years, is justified in canceling its business rights.
The project to build a new shipbuilding town in Sinan is to build a large shipyard and other facilities on 1.3 square kilometers (0.4 million pyeong) of land in the area of Apr.
It had been pushed since 2008 but the drive was suspended due to the business-driven corruption scandal involving Busan Savings Bank, a major shareholder, in addition to the economic slump at home and abroad.
South Jeolla Province believes it will be possible to find a business operator as the legal suit is over and the burden of the new investor's succession of the existing business worth 29 billion won has been removed.
They will also seek ways to reduce the size of their businesses and switch industries.
The complex, which covers 1.3 square kilometers ($4.04 million pyeong), will be reduced to 0.3 square kilometer (1 million pyeong) by dividing it into two to three stages rather than developing it at the same time.
Depending on the slump in the shipbuilding industry, the government will switch to new and renewable energy-only units such as wind, gas power and solar power.
It also expects that the construction of the Doyang Chosun Town, which is being carried out in Bongam-ri, Doyang-eup in Goheung, could begin within this year as the environmental impact assessment has recently been completed.
Instead of building general ships such as cargo ships that are less competitive, Doyang Town is planning to build marine plant-backed vessels.
"We are planning to discuss changing basic plans such as changing industries by the end of this year in consultation with Shinan County." said a representative for South Jeolla Province.
신안·고흥 조선타운 조성사업 본궤도 오르나
전남도가 역점사업의 하나로 추진해 온 신안과 고흥 조선타운 조성사업이 본 궤도에 오를 전망이다.
발목이 잡혔던 법적 분쟁이 해소된 데다 산단 축소, 업종 변경 등 새로운 활로가 모색됐기 때문이다.
하지만 국내외 경기 침체 장기화로 조선산업이 직격탄을 맞고 있는 상황에서 투자할 업체가 과연 얼마나 될지, 계획대로 될지는 미지수다.
10일 전남도에 따르면 최근 광주지법 행정부는 신안조선타운 개발을 위한 특수목적법인(SPC)인 서남개발㈜이 도(道)를 상대로 낸 사업시행자 지정취소처분 취소 청구 소송에서 원고 패소 판결했다.
법원은 사업시행자 지정 후 4년이 지나도록 토지 미확보에다 대주주 파산에 따른 자금조달 애로, 개발계획 미시행 등 사업권 취소가 정당하다고 판시했다.
이는 조선업계 불황에다 대주주 파산 등으로 수년째 사업 추진에 난항을 겪어 온 SPC의 사업권 취소가 정당함을 법원이 인정한 셈이다.
신안조선타운 조성사업은 압해도 일대 1.3㎢(404만평)에 대규모 조선소 등을 건설하는 사업이다.
지난 2008년부터 추진됐으나 국내외 경기침체에다 사업추진 대주주인 부산저축은행 비리가 터지면서 추진이 중단됐다.
전남도는 법적 소송이 일단락돼 새 투자자가 290억원에 달하는 기존 사업권 승계 부담이 사라진 만큼 사업자 물색이 가능할 것으로 보고 있다.
또 사업규모 축소, 업종전환 등 활로를 모색하기로 했다.
1.3㎢(404만평)에 이르는 산단부지를 배후단지를 합쳐 0.3㎢(100만평)로 줄이고, 이를 동시 개발하기보다 2∼3단계로 나눠 조성할 계획이다.
조선산업 침체에 따라 풍력이나 가스발전, 태양광 등 신재생 에너지 전용산단으로 전환하기로 했다.
또 고흥 도양읍 봉암리 일대에 추진 중인 도양조선타운 조성사업도 최근 환경영향평가가 마무리됨에 따라 연내에 착공할 수 있을 것으로 보고 있다.
도양타운은 경쟁력이 약한 화물선 등 일반선박 건조 대신 해양플랜트 지원선박 건조 단지로 조성한다는 방침이다.
전남도 관계자는 "신안군과 협의해 연말까지 업종전환 등 기본계획 변경 등을 추진할 계획이다"며 "현재 관심을 표명한 기업 2∼3곳을 대상으로 접촉 중이다"고 말했다.
