Justice Ministry E7 Eases Requirements for Foreign Recruitment
The Ministry of Justice said Monday that it will implement the E7 visa system for foreigners to attract talent from overseas and support small and medium-sized companies suffering from manpower shortages starting March 1.
E7 Visa is issued when the Minister of Justice specifically designated among contractors of the Republic of Korea's public and private institutions. It is currently operating in 85 jobs, and a total of seven areas will be newly introduced or eased standards this time.
Major details include easing special criteria for employment of high-income foreign talent, easing invitation requirements for start-ups, expanding quotas for skilled workers, training universities in root industries, and reducing employment requirements, introducing special cases for employment of foreign chefs and children in middle-aged countries, introducing a pilot program for the jobs of new breeder-style technicians, and strengthening visa screening for the protection of national high schools.
In the case of high-income foreign talent, the government has been criticized for setting the annual salary of employment contracts at more than three times the gross national income (GNI) per person in the previous year, which is too high for reality.
Department recommendation personnel will be eased to more than 1.5 times the per capita GNI, and the government will create a new special case for high-income professionals, exempting them from academic, career and employment recommendation requirements if their annual salary is more than three times the per capita GNI.
Mindful of concerns that public jobs could be eroded, the government plans to tighten the wage requirement for foreign professionals to more than 80 percent of the previous year's GNI per capita.
The start-up's foreign employment will be expanded to a maximum of five years, though the company has reviewed its sales performance for up to two years from the start-up date.
It will also sharply increase the quota of skilled workers in the agricultural, livestock and fisheries industries, manufacturing and construction companies, and graduates of universities that train root industries. The number of skilled workers will be increased from 600 to 1,000, and the number of workers in root industries will be increased from 100 to 300.
The government plans to introduce special employment benefits for foreign chefs and children entering the country and jobs for shrimp-style engineers.

주요 내용은 △고소득 외국인 인재 고용 특례기준 완화 △스타트업(신생기업)에 대한 초청요건 완화 △숙련기능인력, 뿌리 산업 양성대학 졸업자 쿼터 확대 및 고용요건 완화 △외국인 요리사 및 중도입국 자녀 취업 특례 신설 △새우양식 기술자 직종 시범 도입 △국민고용 보호를 위한 비자 심사 기준 강화 등이다.E7 비자는 대한민국 공·사기관 등과의 계약자 중 법무부 장관이 특별히 지정한 경우에 발급한다. 현재 85개 직종에 운영 중이며, 이번에 기준이 완화되거나 새롭게 도입되는 분야는 총 7개다.
고소득 외국인 인재의 경우, 그동안 고용계약 연봉을 전년도 1인당 국민총소득(GNI)의 3배 이상으로 설정해 현실에 비해 지나치게 높다는 비판을 받았다.
부서추천 인재는 1인당 GNI의 1.5배 이상으로 완화하고, 고소득 전문직 인재 특례를 신설해 연봉이 1인당 GNI의 3배 이상이면 학력, 경력, 고용추천 요건을 면제한다.
국민 일자리가 잠식될 수 있다는 우려를 의식해 외국인 전문인력 임금 요건을 전년도 국민 1인당 GNI의 80% 이상으로 강화할 방침이다.
스타트업의 외국인 고용은 창업일로부터 최대 2년간 매출 실적으로 심사했지만, 최대 5년으로 확대한다.
농축산어업, 제조건설업체의 숙련기능인력과 뿌리산업 양성대학 졸업자 쿼터도 대폭 늘린다. 숙련기능인력은 600명에서 1000명, 뿌리산업 인력은 100명에서 300명으로 늘린다.
외국인 요리사 및 중도입국 자녀 취업 특례나 새우양식기술자 직종은 시범 도입할 방침이다.
