Seoul Metropolitan Government to Support Small Businessmen and Small Business Owners with Higher Minimum Wage
The Seoul Metropolitan Government said Monday that it will begin accepting government-funded "job security funds" from 426 community centers across the capital.
The "job security fund" is a project to support small business owners and small business owners whose wage burden has increased by 16.4 percent year-on-year to 7,530 won from 2018 onwards.
The applicants are employment businesses with less than 30 employees, which employ workers with a monthly pay of less than 1.9 million won for more than one month and are required to be covered by minimum wage compliance and employment insurance. All full-time, contract workers, day-to-day and short-time workers are eligible for the application, and for daily workers, the actual number of working days per month must be at least 15 days.
However, project owners with more than 30 employees, including those with commercial, daily and employment insurance coverage, can also receive support.
On the other hand, high-income employers with taxable income exceeding 500 million won, public employers with wage payment lists open, public sectors such as the country and those receiving financial support for labor costs will be excluded from the support.
The amount of aid is 130,000 won per month for each worker, and those who work less than 40 hours a week pay in proportion to their working hours. In addition, the payment method is automatically paid every month upon application only once a year, and the employer can choose between cash payment and social insurance payment. In addition, if the support requirements are met in the month before the application, they can be received in a package retrospectively.
In particular, the Seoul Metropolitan Government provides support for small business owners and small business owners who are pressed for time to apply for job security funds by setting up a window for them at the community center and deploying personnel in charge.
In addition, on December 20, a working-level training was conducted for those in charge of stabilizing funds and a hotline was established with the Korea Workers' Compensation and Welfare Service to ensure that applications for stabilizing funds were efficiently carried out.
In addition, the government is working with local governments and related organizations to create and distribute promotional materials and post them in newsletters to promote on-site-oriented public relations.
Citizens who want to apply for job security funds can visit the local community center, the Korea Workers' Compensation and Welfare Service, the Korea Health Insurance Corporation, and the National Pension Service's four major social insurance agencies -- the Korea Employment and Labor Ministry's employment center -- and apply by mail and fax.
In addition, online applications through the homepage of the Job Security Fund, the four major social insurance organizations and the Ministry of Employment and Labor, and the Seoul Metropolitan Government's website are also available.
In order to facilitate the job stabilization fund project, the Seoul Metropolitan Government plans to designate on-site managers in each district to systematically assist them from on-site inspections to addressing inconveniences, said Cho In-dong, a senior official at the Seoul Metropolitan Government's Office of Employment and Labor Policy.

서울시, 최저임금 인상으로 부담 커진 소상공인·영세사업주 지원
(서울=뉴스와이어) 서울시가 2일(월)부터 서울전역 426개 동주민센터에서 정부에서 시행하는 ‘일자리안정자금’ 접수를 시작한다고 밝혔다.
‘일자리안정자금’이란 2018年부터 최저임금이 7530원으로 전년대비 16.4% 인상됨에 따라 임금에 대한 부담이 커진 소상공인과 영세기업 사업주를 지원하는 사업이다.
지원대상은 30인 미만 고용사업주로 월 보수액 190만원 미만의 노동자를 1개월 이상 고용하고 최저임금 준수 및 고용보험에 가입되어 있으면 된다. 정규직, 계약직, 일용직, 단시간 노동자 누구나 지원 받을 수 있으며 일용노동자의 경우 월 실 근무일수가 15일 이상이어야 한다.
다만 공동주택 경비·청소원은 상용·일용 및 고용보험적용제외자를 포함해 30인 이상인 사업주도 지원받을 수 있다.
반면 과세소득 5억원을 초과하는 고소득 사업주, 임금체불 명단 공개사업주, 국가 등 공공부문, 국가 등으로부터 인건비 재정지원을 받고 있는 사업주 등은 지원에서 제외된다.
지원금액은 노동자 1인당 월 13만원이며 주 40시간 미만 노동자는 노동시간에 비례해 지급한다. 아울러 지급방식은 연중 1회만 신청하면 매월 자동 지급되며 현금지급과 사회보험료 대납 중 사업주가 직접 선택 가능하다. 또한 신청이전 월에도 지원요건을 충족했다면 소급해서 일괄로 받을 수 있다.
특히 서울시는 시간에 쫓기는 소상공인·영세기업 사업주를 위해 동 주민센터 내 전담창구를 마련하고 담당 인력을 배치해 일자리안정자금 신청에 불편이 없도록 지원한다.
또한 안정자금 업무 담당자에 대한 실무 교육을 12월 20일 실시하였고 안정자금 신청이 효율적으로 진행 될 수 있도록 근로복지공단 등과 핫라인을 구축하였다.
아울러 지원대상 사업주가 몰라서 지원받지 못하는 사례가 발생하지 않도록 자치구·유관단체와 협력하여 홍보물 제작·배포하고 소식지에 게재하는 등 현장중심의 주민 밀착형 홍보를 추진하고 있다.
일자리안정자금 신청을 원하는 시민은 가까운 동 주민센터와 근로복지공단, 건강보험공단, 국민연금공단 등 4대 사회보험공단 지사 및 고용노동부 고용센터를 방문해 접수하면 되고 우편·팩스로도 신청이 가능하다.
이외에도 일자리안정자금 홈페이지, 4대 사회보험공단 및 고용노동부, 서울시 홈페이지를 통한 온라인 접수도 가능하다.
조인동 서울시 일자리노동정책관은 “서울시는 일자리안정자금 사업의 원활한 추진을 위해 자치구별로 시 현장책임관을 지정하여 현장 점검부터 불편사항 해소까지 체계적으로 지원할 계획이다”고 말했다.
