Applications for 'Youth Fill-up deduction' for young people who are employed by small and medium-sized enterprises

The deduction for youth is a system that supports job promotion and long-term employment of unemployed young people through contributions from the government and businesses. If young people pay 3 million won for two years, the government will provide 9 million won and companies 4 million won out of 7 million won in government support, which will allow young people to form an asset of 16 million won plus interest if they work for two full years.
The project involved 6,678 young people through a pilot project from July to December 2016, and in 2017, 51,700 people participated through channels such as employment income, and 38,092 people signed up for the 'Youth Full Day Credit'.
This year, the government aims to provide 50,000 people with support, and the system was improved to make it easier for young people and businesses to benefit from the 'Youth Day-to-Day'.
First of all, the right of young people and businesses to participate was expanded by abolishing the route of participation. In 2017, the government was able to join the "Youth Day-to-Day Credit" when employed by small and medium-sized companies through government job support services such as job openings. However, this year, the Commission removed the requirement for participation routes and improved the possibility of joining young people aged between 15 and 34 who have been employed full-time by small businesses.
In addition, the wage requirements of the participating entities were mitigated. Last year, it was stipulated that the company should pay 110 percent of the minimum wage or more than 1.5 million won in total monthly wage as a requirement for participation by businesses, but this year, the requirement was mitigated by "pay more than the minimum wage" in order to alleviate the economic burden of participating companies due to a drastic increase in the minimum wage.

Young people and businesses that want to join the "Youth Tomorrow Credit" should first apply on the youth Tomorrow Credit homepage. It will then apply to the Small and Medium Business Corporation after consulting, arranging, and verifying the qualifications of 146 newly selected private entrusted operating institutions in the country, and if the application is approved, the Small and Medium Business Corporation will provide support, management, and settlement and payment of maturity credits.
Meanwhile, the Ministry of Employment and Labor is planning to propose nicknames that are easy to call and easy to recognize, considering that the "Youth Daylight Credit" has long, difficult and confusing business names with other businesses.
From Jan. 9-31, anyone can apply for the event through the "Youth Full Day Credit" website "Alim Madang," and the winners will be offered a variety of prizes, including laptops.
"The 'Youth Tomorrow Credit' is a key youth project that encourages the formation of assets and long-term employment of young people employed by small and medium-sized companies and supports the hiring and retention of top workers by companies," said Kim Deok-ho, a senior official at the Ministry of Employment and Labor. "We expect more young people to benefit from the system by lowering the participation path and reducing wage requirements this year."
"We will continue to listen to the sound of the site and reflect it on the system as the 'Youth Tomorrow Credit' has entered its second year of implementation, so we will settle on the site as a system that young people can trust and participate in," Kim said.
고용부, 중소기업 취업한 청년 ‘청년내일채움공제’ 신청 받아
(세종=뉴스와이어) 고용노동부(장관 김영주)가 ‘청년내일채움공제’ 홈페이지를 통해 청년과 기업의 참여 신청을 받는다고 밝혔다.
‘청년내일채움공제’는 정부와 기업의 기여를 통해 미취업 청년의 중소·중견기업 취업촉진 및 장기근속을 지원하는 제도로서 청년 취업자가 2년간 300만원을 납입하면 정부가 900만원, 기업이 정부 지원금 700만원 중 400만원을 청년에게 보태어 청년은 2년 만근 시 총 1600만원(+이자)의 자산을 형성할 수 있다.
이 사업은 2016년 7월부터 12월까지의 시범사업을 통해 6678명의 청년이 참여하였으며 이 사업을 시행한 2017년에는 5만1700명이 취업인턴 등 경로를 통해 참여하여 3만8092명이 ‘청년내일채움공제’에 가입하였다.
올해는 5만명 지원을 목표로 하며 특히 청년과 기업이 보다 수월하게 ‘청년내일채움공제’의 혜택을 볼 수 있도록 제도를 개선하였다.
우선 참여경로를 폐지하여 청년·기업의 참여권을 확대하였다. 2017년에는 취업인턴 등 정부취업지원서비스를 통해 중소기업에 취업한 경우 ‘청년내일채움공제’에 가입할 수 있었다. 그러나 올해에는 참여경로 요건을 없애고 중소기업에 정규직 취업한 청년(만15~34세)이라면 가입 가능하도록 개선하였다.
또한 참여기업의 임금요건을 완화하였다. 작년에는 기업의 참여요건으로서 ‘최저임금의 110% 또는 월급여총액 150만원 이상 지급’을 규정하고 있었으나 올해에는 최저임금 대폭 인상으로 인한 참여기업의 경제적 부담 경감 차원에서 ‘최저임금 이상 지급’으로 요건을 완화하였다.
◇최저임금 100% 이상 지급
‘청년내일채움공제’ 가입을 원하는 청년과 기업은 우선 청년내일채움공제 홈페이지에서 신청해야 한다. 이후 올해 신규 선정된 전국 146개 민간위탁운영기관의 상담·알선, 자격확인 등을 거쳐 중소기업진흥공단에 청약신청을 하게 되며 청약 승낙되면 중소기업진흥공단에서 지원금 적립·관리 및 만기공제금 정산·지급 업무가 실시된다.
한편 고용노동부는 그간 ‘청년내일채움공제’가 사업명칭이 길고 어려우며 다른 사업과 헷갈려 국민 불편이 있었다는 지적을 고려, 부르기 편하고 알기 쉬운 별칭을 공모한다.
2018年 1월 9일부터 31일까지 ‘청년내일채움공제’ 홈페이지 ‘알림마당’을 통해 누구나 응모 가능하며 수상자들에게는 노트북 등 다양한 경품을 제공할 예정이다.
김덕호 고용노동부 청년여성고용정책관은 “‘청년내일채움공제’는 중소기업 취업 청년의 자산형성과 장기근속을 유도하고 기업의 우수인재 채용과 고용유지를 지원하는 핵심 청년사업이다”며 “올해는 참여경로 폐지, 임금요건 완화 등 제도참여 문턱을 낮추어 보다 많은 청년들이 혜택을 볼 수 있을 것으로 기대한다"고 말했다.
김 정책관은 “‘청년내일채움공제’가 시행 2년차에 접어든 만큼 지속적으로 현장의 소리를 듣고 제도에 반영하는 등 청년들이 신뢰하고 참여할 수 있는 제도로 현장에 안착시키겠다”고 포부를 밝혔다.
